Dehradun, Uttarakhand — September 3, 2025
In a major boost to religious tourism and mountain connectivity, the Uttarakhand government has signed a strategic agreement with National Highways Logistics Management Limited (NHLML) to develop ropeways at Kedarnath and Hemkund Sahib. The signing event was attended by Chief Minister Pushkar Singh Dhami, Union Minister Ajay Bhatt, and Cabinet Minister Satpal Maharaj.
₹7,000 Crore Investment for Pilgrimage Infrastructure
Under the leadership of Prime Minister Narendra Modi, the Cabinet Committee on Economic Affairs (CCEA) has approved two significant ropeway projects in Uttarakhand as part of the Parvatmala Yojana, aimed at improving connectivity in mountainous regions. One of these, the Govindghat to Hemkund Sahib ropeway, will stretch 12.4 kilometers and is set to be developed with an investment of ₹2,730.13 crore. Meanwhile, the Sonprayag to Kedarnath ropeway, measuring 12.9 km, has been sanctioned ₹4,081.28 crore. Both projects will follow the DBFOT (Design, Build, Finance, Operate, Transfer) model under a Public-Private Partnership (PPP) framework.
Ropeways: A Game-Changer for Mountain Transport
Due to the limitations of rail and air connectivity in hilly regions, ropeways emerge as a safe, efficient, and eco-friendly alternative. The Parvatmala Yojana, announced in the 2022 Union Budget, aims to develop 250 ropeway projects covering 1,200 km over five years. These projects are being implemented by NHLML to improve last-mile connectivity in remote areas.
Promoting Indigenous Development and Sustainability
In line with the Make in India initiative, the ropeway development program requires that at least half of the construction materials and components be sourced domestically. Ropeways present a sustainable transport option, offering low energy usage, minimal environmental impact, and a practical solution for navigating difficult mountainous terrain.
Strengthening Border and Pilgrimage Connectivity
“This is the first time such a large-scale ropeway initiative is being launched in regions like Himachal Pradesh, Uttarakhand, Jammu & Kashmir, and the North-East,” said officials. The scheme is expected to modernize transport infrastructure, enhance border village connectivity, and support national security.
Economic and Tourism Impact
CM Dhami highlighted that the ropeways will ease travel for pilgrims and boost tourism. Union Minister Ajay Bhatt emphasized the importance of integrating road, ropeway, and digital infrastructure. Minister Satpal Maharaj noted that the projects will generate employment and strengthen the local economy.
