The Odisha government has unveiled a landmark Heritage Policy to safeguard and promote over 3,000 historic sites statewide, with a strong emphasis on Jagannath culture and Buddhist heritage.
High-Level Review Meeting
The policy was announced during a high-level review at Lok Seva Bhawan, chaired by Deputy Chief Minister Pravati Parida, accompanied by Law, Works & Revenue Minister Prithviraj Harichandan, Culture Minister Suryabanshi Suraj, and senior officials from Tourism, Works, and Culture Departments.
Task Force & First Phase Rollout
A dedicated task force will be established to oversee the preservation, beautification, and infrastructure development of these sites. In the initial phase, 75 heritage destinations have been identified for priority development, accessibility enhancements, and geo-tagging efforts.
Infrastructure & Connectivity Boost
Efforts include improved road connectivity, basic amenities, and world-class infrastructure to make heritage sites more visitor friendly.
The initiative aims to reverse erosion of cultural artefacts and bolster global tourism appeal.

Jagannath Culture & Heritage Corridors
Under the new plan, 75 key heritage sites will be developed with improved infrastructure, advanced conservation methods, and better accessibility for tourists and devotees. Ancient temples will be geo-tagged to ensure accurate mapping, monitoring, and systematic preservation. Additionally, the state will develop heritage corridors that connect spiritual hubs, offering pilgrims and tourists a seamless cultural experience.
One of the highlights of this policy is the emphasis on iconic temples such as the Lingaraj Temple in Bhubaneswar, the Jagannath Temple in Puri, and the Sun Temple of Konark. These monumental sites not only represent Odisha’s architectural brilliance but also hold immense spiritual significance for millions of devotees worldwide.
The plan envisions establishing a spiritual corridor that interlinks the revered Shakti Peethas—from Tara Tarini to Biraja Kshetra—creating a unified pilgrimage route enriched with cultural and spiritual significance.
Cultural Security & Artefact Protection
Minister Suraj raised concerns over the illicit sale of historical artefacts abroad and emphasized the need for stringent conservation and security measures.
Why This Matters
- Positions Odisha as a global spiritual and cultural tourism destination
- Promotes sustainable livelihoods for local artisans and pilgrimage-linked services
- Balances modern technology (like geo-tagging) with cultural preservation
- Protects centuries-old rituals, festivals, and traditions, anchored in Jagannath and Buddhist legacy
This Heritage Policy aligns with broader tourism visions aiming to develop Odisha as a global tourism leader—leveraging cultural, spiritual, architectural, and eco-tourism strengths.
