Authorities have already begun anti-encroachment drives targeting unauthorized settlements on land earmarked for Kumbh use, particularly along the Haridwar–Rishikesh corridor, Bairagi Camp, Chandi Ghat, and adjoining zones. Officials have issued stern warnings that all illegal structures will be removed unless voluntarily vacated.
Uttarakhand’s Chief Secretary, Anand Bardhan, recently inspected key Kumbh zones, urging all major works to be completed by December 2026. His priorities include new ghats, reinforcing existing steps, installing railings, ropeways, cultural pavilions, and expanding pilgrim accommodations. To promote transparency, Bardhan has also directed third-party audits for major projects.
Chief Minister Pushkar Singh Dhami reiterated that delivering a spiritually grand and efficiently run Kumbh is the state government’s highest priority. He called for strict coordination among departments, clear timelines, and a strong focus on cleanliness, infrastructure, and crowd management. Further, Dhami has ordered the removal of encroachments on public roads and lands to reduce congestion and ensure smooth access.

In a push toward modernization, the 2027 festival is being billed as a “Digital Kumbh.” Plans include issuing digital IDs, deploying AI-based crowd monitoring, geospatial mapping, e-passes, and establishing a centralized command and control center for real-time oversight. Supplementary proposals include smart signage, drone mapping, dashboards for waste management, and IoT sensors along ghats and riverbanks.
To accommodate the anticipated flood of devotees, a temporary city is being planned within Haridwar, subdivided into 32 sectors featuring police outposts, hospitals, information kiosks, and public housing. Around 10 permanent housing complexes and approximately 150 camps are expected to provide shelter for an estimated 25,000 pilgrims.
With bridge construction getting underway at Har Ki Pauri and sweeping digital, sanitation, and infrastructure plans in motion, officials are laying the groundwork for a safer, cleaner, and better-organized Kumbh experience.
